Details
Open a NX assembly with assembly load options set to Structure Only. When the assembly have been opened some or all of the components are loaded using assembly navigator.
A NX to STEP export is then performed using File --> Export --> STEP, to STEP AP203 or STEP AP214 using Export from: Displayed Part option.The resulting STEP file is empty, contains no geometry.
This occurs both running NX native and running NX with Teamcenter (TCIN).
How to get a full translation where all the solid bodies of the components loaded in the assembly is included in the STEP file?
If, as described in the question above, the assembly load options of the current session is Structure Only, the resulting STEP file will not contain any geometry, it will simply be empty.
To get the content you expect when you export a NX assembly to STEP AP203/214, using option Export from: Displayed Part, you need to make sure the assembly is considered to be modified in the current NX session.
When you invoke the translation you will then get the message:

Choose Yes to save the part and translate it.
Choose Continue to translate the part without saving it first.
Choose No to cancel the translation of this part.

To make an assembly be considered as modified, without actually modifying anything, you can for instance change display mode from shaded to wireframe.

When you are performing a NX to STEP translation using the STEP 203 or 214 translator, using the option Export from: Displayed Part and the assembly is considered NOT to be modified, NX will retreive the assembly stored on native disk or TC, using current assembly load options in the interactive NX session.If, as described in the question above, the assembly load options of the current session is Structure Only, the resulting STEP file will not contain any geometry, it will simply be empty.
