Solid Edge Layer cannot be deleted. '0' is active on sheet(s) or block(s): 2D Model

Solid Edge doesn't allow user to delete layer from active sheet even though it's not active on the drawing sheet.
Getting warning message as "The active layer cannot be deleted. '0' is active on sheet(s) or block(s): 2D Model.

Solution

The customer's draft file includes multiple drawing sheets. 
Even though the '0' Layer is inactive in Sheet 1 it still an active layer on 2D Model sheet. 


To delete the '0' Layer, you need to make that layer inactive in all sheets.
