In NX1847, changing the object attribute of a line on a dwg will not update the associated note unless the user manually updates the dwg. This was not the behavior in prior versions.
Solution
This is an intentional change. This change was to help the user be aware when there were annotation changes on the drawing. This change was noted in the NX1847 What's New Guide here:

The Clock with the "A" is your sign that Annotation is out of date. Also, if you hover the cursor over the annotation you will see Note (Out of Date) indicated.
There is currently no way to automatically update these linked notes...
