Solid Edge Cannot start Solid Edge Electrical Trial License server

I cannot start the SEE Trial license server. 

The system variable SEE_LICENSE_SERVER is set to 28000@hostname. 

Port 28000 is not blocked in the firewall.

Along with the SEE_LICENSE_SERVER=port@host the License Bundles environment variable also needs to be set:

SEE_LICENSE_BUNDLE=SEWIRHAR

Then stop the Services for the Electrical Manager and the Embedded Database, and then re-start from the Windows application menu instead.  Restarting the machine has also been known to resolve the problem.
