Summary

Details

I want to place an Assembly-Driven Part feature on a part but that part does not highlight in the Select Parts step.

Solution

For any given Solid Edge document, you can only have one driving document.  When trying to create an Assembly-Driven Part feature the command prevents the selection of any part that has Inter-Part links to another assembly document, since it can only be dependent upon one.

During the workflow of creating a sketch for an Assembly-Driven Part feature the user can select a reference plane and draw a profile.  However, when it comes to the Part Selection step the user will not be able to select any part with a link to another assembly.

Notes and References

There is an existing Enhancement Request # 9383643 asking for a message that will inform the user to the effect that 'This part already contains links to assembly X', so that they will be informed as to why they cannot select that certain part and better understand the situation.
