CHM file opens but cannot be viewed.

I downloaded Tecnomatix Administration Guide.CHM
I can open it.  All the data on the left side of the program is there, but the data on the right side is blank.

Solution

Go into file properties and see the attributes.
Where the option shows "Unblock", check it.

There was a change in the Microsoft Windows security policies which may prevent the correct display of compiled CHM help files. This issue occurred, for example, when downloading a CHM file from the web or when opening it from another computer.
 
If your copy of net_ref.chm is not on a local drive, copy it to a local drive and try opening it from there.

The other case is when the file is blocked. To check this, RMB on net_ref.chm and select Properties dialog. At the bottom you may see a note like this: 

"Security: This file came from another computer and might be blocked to help protect this computer". 

 Use the "Unblock" button to remove the blocking.
