Insight: Client is in offline mode: all files are opening read only.
Solution
If the Solid Edge client machine does not have a Cache Assistant UI option via Application Menu -> Manage tab where you would find the toggle for online/offline modes, this suggests the PDM integration setting is not set for Insight and is most likely in a File Management mode.
Via the Microsoft Start button, navigate into the Solid Edge program group and launch the "Choose PDM Integration" tool. Choose the Solid Edge Insight option which sets the Active Client setting to Solid Edge with Insight. Then Start Solid Edge from the Menu Icon bar at the top of the dialog.
Once Solid Edge is running, activate the Cache Assistant and select the Working Online toggle in the "Working Mode" icon section at the top of the dialog.
