Solution

In the 'Import Step' dialog when you turn ON check box "Optimize" and save the settings to definition file (step214ug.def), the below two variables will be added to the definition file.

REDUCE_NUMBER_OF_TOLERANT_EDGES_ON_IMPORT
REMOVE_REDUNDANT_GEOMETRY

The value of each of these variable/option is On/Off.

REDUCE_NUMBER_OF_TOLERANT_EDGES_ON_IMPORT => Tolerant edges are identified and mapped to analytic edges where possible when using the value 'On". 

REMOVE_REDUNDANT_GEOMETRY => Unnecessary copies of surface, curve and point geometry are removed from solid bodies and sheet bodies, where two or more objects can share a single geometry object when using the value 'On'
