When the import ProE to NX operation has failed with the "Translation did not complete" error the user should work with their system administrator to confirm if the following exists in the Flexlm log file.

This would indicate that the failure was due to the user not having a license for the translator and not due to some other reason.
Solution
Need to purchase a proenx license.
