How come I don't see this option all the time in component properties attributes?
Solution
You will only see the option Apply to"Reference Set" if the component is
set to a reference set that is NOT Entire Part.
If you have multiple occurrences of the same component and each occurrence has a
different reference set, you can set the option to Apply to"Reference Set" then you can create a different attribute for each reference set.
This option could be helpful if you have multiple solids in a part file and each is in its own reference set, when you add the component into an assembly drawing, you could add multiple occurrences to represent different configurations of the same part. You then can create different attribute for each reference set, so you can create associative notes linking to each occurrence of the component attribute.
In NX12 you can find this option if you select the component --> RM -->Properties --> Attributes --> Context --> Interaction Method --> Traditional --> Apply to "Reference Set". As you can see below, I have 2 different attributes applied 2 different reference sets:
