---------------
Cannot drag the jog (or dogleg) of an ordinate dimension in NX 11.0 and later as it was done before.

The location cannot be dragged.

Solution

There are 2 things that can be done to create and edit the jogs of an ordinate dimension.

First of all creating the jog. It can be done by editing the settings of the dimension. But this means you have to go into the settings menu. By just pressing Shift and moving the dimension, shifts only this dimension you selected and creates a jog.

Once the Jog is created, in previous versions you could drag the jog up and down to place it without the dimension value changing. In NX 11.0, double click the ordinate dimension to edit it. Now you select the yellow/orange square at the base of the dimension line and 3 arrows will appear, which you can use to change the location and angle of the jog.
