It is not possible to select a detail view for a View Dependent Edit.
Solution
You must convert to an independent view first.

Convert to Independent View
If you want to make independent edits to the detail view, you must first
disassociate the detail view from the parent view. You can do this by
right-clicking the detail view boundary or its corresponding node under the
parent view node in the Part Navigator, and then choosing Convert to
Independent View.
When you break the association to a parent view, detail views can be treated
like any other view. You can do the following to the detail view:
Change the view settings.
Add, remove, and edit curves in the detail view.
Add view dependent edits.
Create additional detail views.
Associated detail views appear as a node beneath the parent view node, while
non-associated detail views appear as specific view nodes in the Part
Navigator.
Note - Once you disassociate a detail view from its parent view, you can not
reassociate it. Style and view dependent edits made in the parent view do not
appear in a disassociated detail view. However, view boundary changes made to
a disassociated detail view are reflected in the parent view
