Summary

Details

The stacking functionality in Annotation is working upon creation of the
annotation; however editing existing annotation to stack does not show any of
the stacking alignment icons. Existing annotation cannot be stacked.

For example:
1. In NX, in the Drafting application, create two separate Notes on a drawing.
2. After the Notes have been created, drag one Note to stack it into the
 other.
Stacking symbols should appear to allow the second Note to be stacked into
 the first Note.
However, no dashed boxes or stacking symbols are appearing allowing the Notes
to be stacked together.

Solution

 1. In the Menu, select 'Preferences-->Drafting'.
2. Expand 'Common' and highlight 'Workflow'.
3. Toggle on 'Dynamic Alignment in Global Selection'.
4. OK the Drafting Preferences dialog.

Now when dragging existing annotation to stack with other annotation, the
stacking icons and dashed boxes will appear to allow stacking.
