Details

It is impossible to transform a part which contains countersink holes to sheet metal. 


An error appears: "The input model contains non-sheet metal faces that must be 
removed before transforming."



Solution

Starting in ST9, we fail the transform if there are conical thickness faces 
such as countersink or counterbore holes. 


The workaround is to detach the holes, then run the transform command and 
reattach the holes back.
