Solid Edge Bad message command and FlexNet licensing error: -140, 148

When running Solid Edge with FlexNet Floating licenses the following error message occurs: Bad message command, FlexNet licensing error: -140, 148

The Debug.log in the folder C:\SEFLEX\Program generated by FlexNet on the server does not contain errors, and the license is checked out and checked in at the same time.  The client and the server communicate properly, but Solid Edge does not start on the client.

This error occurs when the Lmgrd.exe version of FlexNet is not the required version.  In the Debug.log is displayed the FlexNet Lmgrd version:

FLEXnet Licensing (v11.14.1.3 build 212549 x64_n6) started on SERVERFLEX  (IBM PC) (1/21/2019)

For Solid Edge version 2019 the correct version is v11.14.1.3 .  If you have an older version, you must uninstall and reinstall the server with the new FlexNet Solid Edge license manager from the appropriate Solid Edge version DVD, in this case Solid Edge 2019.
