NX Editting operation gives: Not in the current Reference Set

Attempting to edit an operation gives: This object contains geometry not in the current reference set.

Workaround is to load the part file with assembly load option 'Fully Load' 

Problem is fixed at NX 12.0.2 MP7 and NX 1872
