When trying to create a mold base after creating the parting zone, the system states that you need to create an "integer parting zone" first.  What is an integer parting zone and how do you create one?

Solution

There are two ways to create molds: 

1) By machining directly in the mold plate 
2) By machining a block and inserting it into the mold plate. 

The second option is more common and therefore the default when you create a parting zone.  However, you still need to define the parting zone for the plates themselves (also called an "integer parting zone").  So once you've completed the parting zone for the insert blocks, re-select the Parting Zone
command.  This time it will default to creating the parting zone for the plates.  Make sure you click the "Thickness Step" and adjust the "Opening Point" (keypoint icon) to align your insert-block faces with the plate faces in the case where these don't align automatically.
