1. After seemingly confirming the following inside the NX log file:
a. NX Maintenance RELEASE 12.0.2 is installed - denoted by 12.0.2.9
b. UGII_BASE_DIR=C:\Program Files\Siemens\NX 12.0
2. Attempts to install NX 12.0.2 MP03 repeatedly fail with the following error:

Set %UGII_BASE_DIR% to the correct folder and re-run ugs_update.bat.

Solution
Turns out the installer had "Elevated rights" permissions instead of LOCAL ADMINISTRATIVE RIGHTS.
Performing the installation of the Maintenance PACK as a LOCAL ADMINISTRATIVE USER saw NX 12.0.2 MP03 install successfully and without errors.
