Solid Edge Minimum Solid Edge license required to run SEEC_WorkFlow_PDF_Generation utility

What is the minimum Solid Edge license required to run the Solid Edge Embedded Client [SEEC] SEEC_WorkFlow_PDF_Generation utility?

As the SEEC_WorkFlow_PDF_Generation utility would be processing on a Solid Edge draft file and requires API functionality, then at a minimum the expectation would be for a Solid Edge 2D Drafting license.  Solid Edge 2D Drafting provides both API and Teamcenter integration support.  

Free 2D would not be suitable as there is no API capability in the Free 2D product.
