The login to the database is no longer possible.
The following message appears:
ORA-12528: TNS: listener: all appropriate instances are blocking new
connections
If you run the command "lsnrctl services" in a DOS shell, the output will show
that the handler for this instance is in BLOCKED or RESTRICTED state.
Please add the string (UR=A) into the tnsnames.ora file on the server and
restart the Oracle service.
