Excel Add-ins for NX were applied, but the NX Spreadsheet still fails with the above error.
Solution
This user did not have Microsoft Office / Excel installed on the local machine.
Therefore the error message is to be taken at face value.

But if Excel is not installed locally on the workstation,
the Online NX-Excel interaction is not possible.
Now Microsoft has come up with various flavors, like Office 365 (subscription model).
We support that also - but even for that, Excel must be installed locally on the workstation.
