Solid Edge How to change status of Standard Parts as Available from Released in Standard Parts Library?

IF you are not able to modify a standard part from standard parts library after being created (In Solid Edge ST10). 
In Solid Edge ST10 Siemens change it so that when a part is created it has status as Released.
Released part is being opened as a read only file and does not allow user to custom modify the part (For example change the material based on needs). User needs to changed back to available or at least have the option of standard part being released or available.

Solution

For Solid Edge ST10 user, he need to set the flag value for flag "ReadOnlyFlag" as True to get Standard Parts in available state.
 
Steps:
a. Registry key should be in HKCU beside SMAPFolder key (HKEY_CURRENT_USER\SOFTWARE\Unigraphics Solutions\Standard Parts\Version 110)
b. If the value is TRUE the behavior is release status OFF and read-only flag ON
c. If the value is different than (b) or missing the behavior is release status ON and read-only flag OFF - it means it's also the default value.
