It is included with the 'Media DVD':

- https://download.industrysoftware.automation.siemens.com/ 

- Log in with your WebKey. 

- Expand 'Full Products -> Windows (64-bit) -> 2019 -> Media DVD'. 

- Download the executable for the specific language.
