Make new Blank parts always have a Black background. 

Solution

Search for "background" in 'File -> Utilities -> Customer Defaults -> Search'. 
(Use the binocular icon.)


Select option for "Background Color".


In the Background tab, set in both "Shaded Views" and "Wireframe Views" to 
"Background Type: Plain" and set the color values to numeral zero "0" for all 
RED, GREEN & BLUE colors.
