Annotations with some of the keyword user not able to select in custom symbol definition. Create a note with any of the value (like <W@$SH_SHEET_NUMBER> - <W@$SH_NUMBER_OF_SHEETS>]) and trying it define symbol.
Solution
Annotations with some of the keyword are not supported hence they are not selected in custom symbol definition. Create a note with any of the value (like <W@$SH_SHEET_NUMBER> - <W@$SH_NUMBER_OF_SHEETS>]) and try it define symbol. Notice they won't be selected.

Ans also Custom symbol <!SYM=1_1>
The main reason is master symbol pieces can not reference external objects like view, sheets etc.
It should be self independent.
This is working as per design.
