Some Notes on a drawing are not able to be selected using the 'Move Object' command.
Solution
Upon creation of these Notes, the drafting view was selected in the Annotation View section under the Origin group of the Note dialog. This option of the Note dialog associates the Note to the drafting view, so that if the drafting view is moved, the Note will follow. The drafting view must be deselected in the Note dialog under Annotation View, so that these Notes can be selected using 'Move Object'. The Notes can then be re-selected under Annotation View in the Note dialog to be re-associated to the drafting view.
