Draft templates are missing when trying to create new from an Item Revison
that contains a BVR.
Solution
Use the SEEC_ShowDrafttemplates_EmptyItem registry key
By changing this registry entry, from 0 to 1 you can see all of the
templates in order to create a SE Draft Dataset when a non CAD generated BVR
exists in the Item Revision. It has no other effect than to un-hide the
draft templates. The only difference is that in ST10 this switch is on (1)
by default as it is off (0) in ST9.
This switch was added to ST10 as a feature to allow sketching within a draft
file without an attached model file.
