Solution
Since NX11 there is only one dialog box to export STEP file in all there formats. The format is chosen using the 'APPLICATION PROTOCOL' setting interactively. The same present in the setting file to identify. ====================================
The "APPLICATION_PROTOCOL" is set by the STEP export UI in NX at the time of execution. The settings file used is copied to a temporary settings file used for the translation being executed and the STEP export UI settings are added/overwrites the existing settings input at this point.
