NX The Work Instruction Report of a Tool List is Missing Some Tools

After Publishing a Tool List Work Instruction it can be seen from the report that some of the tools are missing. The operations are being listed under the wrong tool. Why is this happening?

The Work Instruction Tool List is created by searching for the tool number. If the part file has tools with the same number than only the first tool will be displayed. To resolve this issue edit the tools and assign a unique tool number for each tool. The post processor could be set up to prevent duplicate tool numbers.
