NX Title Block (or Tabular note) changes attachment corner when modifying drawing size

When the drawing size is modified the Title Block (or tabular note) does not remain attached to the same corner of the drawing border as expected. It becomes attached to a different corner. 

This is a known limitation with the positioning of title blocks. If a title block is the same width as the drawing border or equally spaced between corners then it can sometimes change the corner it is attached to when the drawing size is modified. The NX help documentation includes a note to explain this:

"When a sheet is resized, the title block will automatically reposition to maintain the same relative distance between the nearest sheet corner and the title block. In some cases, this may cause the title block to relocate to the opposite corner of the sheet."

A workaround to avoid this issue is to modify the title block size so that it is very slightly smaller than the width of the drawing. For example , a gap as small as 0.05mm which is not perceptible when viewed is enough to prevent the attachment changing.
