When you need to use a radial positioning method instead of a cartesian method for a feature placement, how can this be done?

Solution

Create a datum plane through the origin of the radial axis to be dimensioned from.  Create a second datum plane at an angle about the axis to be dimensioned from, from the the first datum plane. Create your hole (feature).  The Horizontal reference should be the second datum plane that has been created at the known radial angle.  

This feature should be dimensioned horizontally, at a value of 0.0 from that second datum plane centering about it. The second dimension should dimensioned parallel, at a value of the radius from that axis of the two datum planes.
