No, with release of Solid Edge 2019 the Solid Edge FlexNet License Manager version was upgraded to FlexNet Publisher version (11.14.1.3) which is supported on the following platforms:

- Windows Server 2008, Windows Server 2008 R2, Windows Server 2012, or Windows Server 2012 R2
