Does Solid Edge 2019 use the same Solid Edge FlexNet License Manager version as Solid Edge ST10?

No, with release of Solid Edge 2019 the  Solid Edge FlexNet License Manager version was upgraded to FlexNet Publisher version (11.14.1.3) which is supported on the following platforms:

• Windows 10
• Windows 8
• Windows 7 Ultimate
• Windows Vista Ultimate
• Windows Server 2008, Windows Server 2008 R2, Windows Server 2012, or Windows Server 2012 R2
