Solid Edge Assembly Sketch tool disabled in Family of Assemblies (FOA)

The assembly Sketch tool is disabled in a Family of Assemblies (FOA) file; is this expected behaviour?

Solution

In the Alternate Assemblies pane you have to toggle on/off "Apply edits to all members".
 
With "Apply edits to all members" off  then Sketch is disabled:
With "Apply edits to all members" on  then Sketch is enabled:
