Is it possible to load the settings from the SEAdmin Options.xml file on every start up of Solid Edge?

No, it is currently not possible to load the SEAdmin Options.xml file on start up of Solid Edge.
The SEAdmin Options.xml file must be explicitly read in using the Solid Edge Options -> File Locations -> Solid Edge Admin setting.
