When trying to edit the menu bar by adding commands to it, customization is not allowed, with the following warning:
Menu Bar Customization

Customizations of the menu bar are blocked.
Any other customizations are allowed.

How to enable customization to the menu bar?
Solution
There is a setting in Customer Defaults to control permission for menu bar customization, it is an ON/OFF toggle.
See Customer Defaults > Gateway > User Interface > Layout tab: "Allow Menu Bar Customization".
