Teamcenter Manufacturing Publish solution for creating visio based work instructions is planned to be deprecated. 
Customers should continue and use the BOP to author the work instructions and enrich them with text, visual aids, reference documents etc 
We are encouraging customers to use Electronic Work Instructions (EWI) based on Active Workspace to view the work instructions. 
Customers should assess EWI and Active Workspace against their present use cases and plan a transition.  Also note that this transition requires a license change. please contact product management for this transition.
