You may have noticed that the command menu for Hole Tables does not include the Notes and Tolerances icon since ST10. That does not mean we lost this functionality.

Solution

Defining tolerances for holes is now part of the formatting of property text.
If you can recall the formatting shortcuts like /NU, /ST, you can just key them in directly.  If you need assistance with this you can access the formatting menu shown above from the Columns tab and on the Callouts tab inside the Hole Table properties. The Format button becomes active as soon as you select a property.

The property text %DI %{%HS/NU/ST+0,2^+0,1} %ZH in this example of the hole callout for simple holes results in the following output.
Use the Data tab in the Hole Tablesproperties and Allow Cell Override if you do not want the same tolerance for all simple holes.
