Moving assembly components while in the Assembly Constraints dialog can be done to prevent having to exit out of the Assembly Constraints dialog and enter the Move Component command.
While in the Assembly Constraints dialog, components can still be moved to change the position or origination if this is needed to help resolve assembly constraints.
Solution
With the Assembly Constraints dialog open and using your mouse, place your cursor over the component that you want to move, click and hold down MouseButton1 to drag the component around in the graphics window. To rotate the component, the ALT key can be pressed while holding down MouseButton1 to rotate the part in the graphics window.
