Details
The user is able to dynamically pan and zoom the model, but rotation is not working.
Solution
The Lock/Unlock Plane switch prevents model rotation. This button does not highlight when active and it is not obvious if this has been inadvertently activated. If the user user is not aware of this function it can accidentally be set with no feedback. To turn it back off, use menu --> view --> layout --> lock/unlock plane, or select the icon in the "general simulation group" of the top border bar:
