Using a point file (.dat) and Through Points will not create a surface
Solution
The cause of the Through Points Failure was due to two coincident points.
This results in an overlapped surface and fails the body creation. Removing
the the duplicate set of coordinates for the point from the .dat file resolve
the issue.
