User created tabular notes, align them to sheet borders, and define them as
title block. While editing sheet size, the position of title block will not
be aligned to the sheet borders.
Solution
The algorithm to reposition title block was designed considering title
block will be always inside the sheet border. For title block outside the
sheet border, Change in the sheet size will not reposition table
automatically. user should take care while aligning tabular Note to the
sheet boundary.
