Render sets is not available in Assembly drawing view settings
(Common/General/Render Sets)
Solution
A new Secondary Geometry functionality has been introduced in NX 11.0
If you activate it, then Render Sets will be unavailable for selection
If you still want to use Render Sets:
Select the view, mb3 Settings
Common-> Secondary Geometry -> Uncheck Secondary Geometry on top
Render sets / define in view will be available again
