Drafting always requires an update when opening the file.
Solution
o Open the problematic Specification part file(Fully Loaded)
o Update all the views
o File - Save - Force Save All
This would save all the parts loaded in the session.(considering that you have
access to all the parts)
o Now reopen the Specification part file.
The issue of Out of date is resolved.
