User need to manually go to setting, Prefix to remove the text "TAP DRILL:"
so he wants to know is there a setting somewhere the user can edit or remove
the TEXT "TAP DRILL:" callout and make it a NX default setting for all users.
Solution
User can edit or remove the text "TAP DRILL" callout and set default settings
from preference and Customize Drafting Standard.
Where it in Drafting Preference

Preferences ->Drafting -> Common: Prefix/Suffix : Hole Callout : Parameter.
Set Feature: "Threaded Hole" and Parameter: Tap Drill Diameter.
Change Prefix. And Apply.

Standard:
Hole Callout -> Threaded Hole : Tap Drill Diameter Prefix.
