User cannot translate JT when a component part of assembly has already JT
(translated).
Solution
Need to change basic JT Translation config file.
Configuration file has option 'updateChangedPartsOnly = true', set the value
to updateChangedPartsOnly = false and run the use case nxtopvdirect.bat will
help in creating JT successfully.
