If quantity 1 was set manually (or with a ITK Program) for components in
Structure Manager BOM an ugmanager_refile -structure_sync=from_iman removes
this quantity 1 and set it blank.
Solution
Setting of TC Preference
TC_NX_occ_default_qty_prevent_from_blank=yes
before refile resolves the issue.
