This issue can happen in rare cases where the Documentation server is
uninstalled, but some reason the Windows registry is not cleared correctly.
Cannot install NX 10.0 doc --> Documentation server install fails with Error
1920.
Installation of documentation server fails, when you previously uninstalled the
documentation server and now try to install it in a different location.
Error message:

Error 1920. Service Siemens PLM Documentation Server (Siemens PLM Documentation
Server) failed to start. Verify that you have sufficient privileges to start
system services.

Solution
Be aware, this solution involves editing the registry. Back up your registry
first!
Start regedit.exe --> locate the key:
HKLM\SOFTWARE\Wow6432Node\Apache Software Foundation\Procrun 2.0\Siemens PLM
Documentation Server\Parameters
Delete this registry key and Close the registry editor.
Now try again the install of the documentation server and it should work.
