Change default for ADA License attachment in AW from "All Revisions" to "This Revision"

The ADA license attachment dialog can be configured by a preference "TC_Security_Apply_To_Item_Revision" to show either the  "All Revisions" or "This Revision" option as default selection.

The description of the Preference says:
Controls the behavior of the "Apply To" project and license widget.
Valid values are:
* true:  Security applies to Item Revisions.
* false: Security applies to Items.
