In Visual Flow Creator one can create/view subtenants' flows by switching the view as follows:
The above option will list all subtenants and by choosing one, the user icon will turn red thus reminding the user of being currently in subtenant space:
While being in a subtenant, the following option in the menu will be visible in order to return to the main tenant:
