Adding not populated components to the BOM.
Sometimes not populated components need to be processed in the Assembly Session
Details
If a component exists in board, but not in BOM it is called as no-pop (non-populated)
System can automatically add no-pops to BOM under IPN/IPNs if user has enabled that function in options
Empty IPN value = disabled
Function is run during BOM merge
No-pop components gets IPN defined so they are handled in Auto Assembly Session accordingly
